Capability Taxonomy

The shared capability vocabulary for UAI agents, and the process that governs how it changes.

Every UAI capability id comes from one shared, governed, hierarchical taxonomy. This section defines that taxonomy — the id format, matching, aliases, and lifecycle — and the review process for proposing, checking, and releasing changes to it.
